WHITLEY COUNTY SANITATION WASTE HAULING

Sealed Proposals for the following work will be received by the Whitley County Fiscal Court in the manner and on the date hereinafter specified for the furnishing of all labor, materials, supplies, tools, equipment, services, etc., OF GARBAGE HAULING AND DISPOSAL FROM THE WHITLEY COUNTY SANITATION TRANSFER STATION.

Agency must submit their bids to the Whitley County Judge/Executive at the Whitley County Courthouse, 210 Main Street, Williamsburg, Kentucky, on or before 10:00 a.m. local time on December 15, 2025, at which time bids will be opened and read aloud.   Bids will then be presented to the Fiscal Court at the regular scheduled meeting at 4:00 pm on December 16, 2025.  Bid envelops shall be marked “SANITATION HAULING BID” on the front of the envelope or package.

The prospective bidder should bid based on hauling household and bulk garbage from the Whitley County Sanitation Transfer Station at 535 Happy Hollow Rd., Williamsburg, KY 40769. Waste should be disposed of in a legal manner, at an approved landfill. The prospective bidder will be responsible for providing trailers at the transfer station and personnel to drive the trucks from the transfer station for disposal. Monthly invoicing should be based on actual tons disposed of. Current tonnage can be obtained by calling 606-549-6000 M-F, 8:00 a.m. to 4:00 p.m.

Conflicts of interest, gratuities and kickbacks are defined in KRS 45A.445 and as provided for in KRS 45A.445 are absolutely prohibited.

No bidder may withdraw his/her bid for 90 days after the date the bids are opened.  Any bid received after the time specified shall not be considered and will be returned unopened to the bidder.

Whitley County reserves the right to waive any informality and may reject any and all bids. Whitley County reserves the right to award bid based upon availability, service and in the best interest for the public safety for the citizens of the County.  Whitley County is an Equal Opportunity Employer.

PROPOSED ZONING CHANGE AND ZONING MAP AMENDMENT BEFORE THE PLANNING COMMISSION,

CITY OF CORBIN, KENTUCKY

Pursuant to KRS Chapter 100, the Planning Commission of Corbin, Kentucky will hold a public hearing on Thursday December 11, 2025 at the new Government Complex Building’s Courtroom, Room 202, Second Floor, 805 South Main Street, Corbin, Kentucky 40701, concerning a proposed zoning change and a proposed zoning map amendment affecting the use of land in the city limits of Corbin, Whitley County, Kentucky. The land proposed to be affected by the proposed zoning change and zoning map amendment is located as follows:

  1. In the City Limits of Corbin, Whitley County, Kentucky.
  2. The land in question is located at 706 Maynor St, Corbin, Kentucky.
  3. The land is owned by Catherine Stokes.

The land is presently zoned Multi-Family Residential District (R-3) and is proposed to be changed to Residential Office District (R-4) and it is proposed to be changed accordingly from Multi-Family Residential (R-3) to Residential Office District (R-4) on the Zoning Map.

After the public Hearing, the Planning Commission, City of Corbin, Kentucky shall make findings of fact and recommendations for approval or disapproval of the proposed zoning change and proposed zoning map amendment to the Board of Commissioners of the City of Corbin, Kentucky.

The proposed zoning change and proposed zoning map amendment may be inspected in the Office of the Code Enforcement Officer, Government Complex Building, Suite 132, 805 South Main Street, Corbin, Kentucky, between 8:00 a.m. and 4:00 p.m., Monday through Friday.

NOTICE OF INTENTION TO MINE

Pursuant to Application Number 918-0504 AM-4

In accordance with KRS 350.070 notice is hereby given that Ferroglobe USA Mining, LLC 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for an amendment to an existing permit for a surface, auger/highwall coal mining and reclamation operation. The amendment will add 39.58 surface acres and 107.64 Auger/HWM acres affecting 599.34 acres located 5.25 miles east of Rockholds in Whitley & Knox Counties.

The proposed amendment area is approximately 5.25 miles east of Rockholds in Whitley & Knox County Kentucky and is approximately 0.64 miles east of KY 1064 junction with Terrell Hollow Road.

The proposed amendment is located on the Rockholds, KY 7½ minute quadrangle map.  The amendment area will use a combination of contour, and auger/highwall miner methods of surface mining.  The surface mining area to be disturbed by the amendment is owned by Vickie Sams, Jerry & Sharon Grant, Michael Hill, Ronnie Patrick, Donnie Patrick, Donnie Bruce Patrick, Raymond Skeene, Shelia Grant, Amie Rios, Jerry & Sharon Grant, Bobby Joe Terrell, Sherrie Grant, Rhonda McKinley, Jerry McKinley, & Jason Engle & Sherrie Grant.

NOTICE OF INTENTION TO MINE

Pursuant to Application Number 861-5350, Renewal #5

In accordance with KRS 350.055, notice is hereby given that Ferroglobe USA Mining, LLC, 332 West Cumberland Gap Parkway, Suite 100, Corbin, Kentucky 40701 has applied for renewal of a permit for an underground coal mining operation located 2.0 miles northeast of Goins in Knox County and Whitley counties.  The total area within the permit boundary is 62.97 acres.

The operation is approximately 3.3 miles east from KY Hwy. 92’s junction with Harpes Creek Road and located along Harpes Creek.

The operation is located on the Frakes, KY 7½ minute quadrangle map.  The surface area is owned by Gatliff Coal Company, Arnold T. Goins, Antony Greene, Alton Wilson, Freda Barnett and Begley Properties LLC.  The operation underlies land owned by Gatliff Coal Company, Arnold T. Goins, Alton Wilson, Begley Properties LLC, Bryant Mahan, Jim Lambdin, Henry & Doris Lee, Leonard & Louise Lee, Lisa Fuson Brock, Freda Barnett, Antony Green, Roy Mahan (Kathy Hauser), Joe Sire Mahan Heirs (Sandra Faye Sullivan), Ernest Shelton, Mark & Wanda Bennet, Boone Forestlands, LLC and Cleveland Wilson Heirs (Teddy Wilson and Irene Moon).
