NOTICE OF BOND RELEASE
In accordance with KRS 350.093, notice is hereby given that Kopper Glo Mining, LLC, 200 North Upper Street, Lexington, KY 40507 has applied for a Phase II & III Bond Release on Increments 1, 2, 3, 4, 6, 7, 8, and 10 and a Phase I Bond Release on Increment 11 of Permit #918-0500, which is being Reclaimed by Indemnity National Insurance Company and was last issued on April 28, 2021. The application covers a combined area of approximately 283.80 acres of surface area located 2.5 miles south of Pearl in Whitley County.
The permit area is approximately 0.75 miles from the Highway 190 junction with Tiny Branch Road. The latitude is 36° 36’ 4” N and the longitude is 83° 55’ 31” W.
The bond now in effect for Increments 11 is a surety bond totaling $149,200, of which approximately 60% is included for release. The bonds now in effect for Increments 1, 2, 3, 4, 6, 7, 8, and 10 are surety bonds totaling $506,950, of which approximately 100% is included for release.
Reclamation work performed includes backfilling, grading, fertilizing, seeding, mulching, and tree planting completed in February 2021.
This is the final advertisement of the application. Written comments, objections, or requests for a public hearing or informal conference must be filed with the Director, Division of Mine Reclamation & Enforcement, 300 Sower Blvd., Frankfort, KY 40601, by November 14, 2025.
A public hearing on the application has been scheduled for 9:00 A.M. on November 17, 2025, at the Division of Mine Reclamation & Enforcement’s Middlesboro Regional Office, 1804 East Cumberland Avenue, Middlesboro, KY 40965-1229. The hearing will be cancelled if no request for hearing or informal Conference is received by November 14, 2025.
