Ricky Lovins
London Police say they still don't know why 52-year-old Ricky Lovins of Corbin was lying in the grass near the intersection of U.S. 25 and the Hal Rogers Pkwy. with his penis exposed.
Lovins was arrested about 6 p.m. Monday after police were called to the scene across from the state police post in response to a complaint from several motorists who were attempting to negotiate the intersection, which is under construction, that a man was exposing himself.
"It is a very congested area and right around the front of the bank," London Police Capt. Kenny Jones said of the intersection and the area where Lovins was found.
Upon arrival, Officer Jacob Bormann and Sgt. Danny Robinson reported finding a man, later identified as Lovins, on the ground, fully exposed. He was arrested without incident on charges of indecent exposure and disorderly conduct.
Jones said there was no indication that Lovins was under the influence of alcohol or drugs, suffering from mental problems, or mentally challenged.
"If alcohol or drugs were involved, the officers would have charged him with that," Jones said.
They asked him a bunch of question and there is no mention of mental problems or him being mentally challenged," he said.
In addition, police have not determined how Lovins, who lives in southern Laurel County, traveled to the area, or why he was in the area.
Lovins remains in the Laurel County Detention Center without bond. He is scheduled to appear in Laurel District Court today.

He is probably part of the 312 Boat Ramp crowd and hoping someone would pick him up and drop him off so he could share the glory holes. The homo's at 312 are notorious for going into the bathroom and using one of the knot holes for gratfication. I believe that everyone should mind their own buisness. But come on, this guy is perverted ,
